@UrLocalS8nist Are your EA and Steam accounts properly linked? To make sure, please try signing into an EA site (this one is fine) using your Steam login credentials. Use a private browser window so the browser doesn't "remember" the info on its own. If you land in the correct EA account, everything's fine; otherwise, your accounts may not be linked.
If this isn't the issue, please try to run Sims 4 through Steam, just to make sure it works, and then try again to download one pack from the EA App. If it doesn't work, please post a screenshot of what happens when you try.
Yes. I signed in through Steam, and then re-signed in through Steam again. It didn't work. Here is what happened, in order:

@UrLocalS8nist Just so that I'm clear, when you click the Download button under Cottage Living in your second screenshot, you get the pop-up in your third screenshot? Is Sims 4 launching properly through Steam?

That is correct. And yes, it is launching mostly properly through Steam.

@UrLocalS8nist Please uninstall the EA App with Revo Uninstaller (the free version is fine) and reinstall it, then try again. If that alone doesn't help, click DLC/Add-ons (whichever you see) near the top of the Sims 4 page, find Cottage Living on the list, and try that Download button instead.
