Since the patch on June 1st I have seen that almost every townie and NPC (including premades such as the Goths) are getting the Insane, Evil, and nerd traits. Insane is the most common and it shows up on everyone unless I personally made them with different traits.
This issue persists both with and without any custom content installed and a few others I know have noticed it as well.
I just checked Bella Goth she still have the same traits .. sound like a Mod corrupted your save
Did you try a new save without custom content/mods ?
One the Sims have those, removing the mods/cc will probably not solve the issue. Premades shouldn't change their traits. There has always been a tendency that certain traits are used more often but that's more an issue of bad randomizer or feedback than an actual bug.
So, try a vanilla folder and then try a fresh save if you still get the premades to change traits.
I went ahead and moved my entire Sims 4 folder onto an external HD and completely uninstalled the game to be certain. Then I re-installed via origin and started a new game. Most of the townies still spawned with those three traits and almost all of them had the insane trait even if they didn't have the other two. I checked after a while (played on normal lifespan until my sim aged into elder) and Bella and Mortimer goth both had the insane trait and the kids had all three. Caleb and Lillith Vatore did as well in that save.
I don't know if it's related but also on that clean save every npc was wearing crazy gear during festivals and children kept changing hair colours even after I exited CAS. I'd save them with brown hair and suddenly they'd be blonde in game.
The festival is a known issue.
Did the townies in question attend the festival ?

I've checked my Sims on several saves I have played since PH and none have the issue you describe
