Unable to get Sims to launch

Ok I've been at this for a few hours now, everything started going wrong when the update installed, found I had some mods and CC out of date, removed them, and was still having issues with textures on items not displaying correctly, and some sims missing textures.

Tried a repair, would either get unable to start due to missing file or damaged file, or one of the packs giving back an error about its clientfullbuild package file being corrupt.

I've gone through a couple complete removals of the sims folders and all files for it (I backed all my saves and mods to a separate folder.)  I have shut down my antivirus, I've tried rebooting after each uninstall and reinstall.  

Every single time when i finish a install or repair I do a reboot of the computer, but each time it gives back an error of a corrupt file, I do a repair and it fails to repair a random pack, I go and completely remove the folder for that pack so I can download it again, seems to install that one.  Try another computer reboot, and try to launch again.  Either get a corrupt file error, or that one of the clientfullbuild packages of a different pack are damaged or corrupt. 

I'm at a loss here on what to do from here.  I can't even seem to get the game reinstalled with no mods or anything, just fresh game no saves, nothing.  I think I've been at this for at least 3 hours now without much headway.  Would love some advice.

The only thing I haven't tried yet is to install it to my other drive, which is not my SSD.  But after 3 hours of trying to get through this I need a break before trying something else.
