Unable to launch Sims 4

I am unable to launch any game from the EA App. I am getting the application failed to Launch. When I click on the SIMs 4 from the desktop. I receive message that I do not own game. I have ran a...

I tried all that and it didn't work. So I figured I try to create another windows account on computer and open the EA app.
To my surprise with a new Windows profile it shows all my games as installed. I am able to launch sims 4. and play. This is leading me on the right path. Its taking days.
Now I need to figure out whats different on my windows accounts.

@Da1franksta I have the same problem. It Started after I installed the update. It's annoying. I wanted to spend my day of playing Sims4.

@ksrose911 As a test, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, if it launches, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just let me know whether you can get far enough to start a new save and play in live mode for a bit.

If that doesn't help, please run a dxdiag and attach it to a post.
