DSimsmom The immediate issue is that your computer doesn't have a proper graphics driver installed, so it's using the Microsoft Basic Display Driver. This in turn is highly inefficient at graphics-intensive tasks, so it's no wonder Sims 4 looks the way it does.
The issue here is that I can't tell from your dxdiag what GPU your computer has, or if it even has a discrete card. You can check in the Device Manager: hit Windows key-X, select the DM, expand Display Adapters, and you'll see all recognized GPUs. If you find one from Nvidia or AMD, here are the respective places to download the appropriate graphics driver:

If you only see the Intel integrated graphics chip, which definitely exists unless it's broken somehow, here's the newest driver for that (version 15.40):

If you don't know what to download, just post a screenshot of what you see under Display Adapters. Please also open the case and look for a GPU—I'd like to make sure one isn't installed rather than assuming, since it could be present but not picked up.
I also want to mention that your system doesn't support Windows 11. That doesn't mean you can't run it at all, as you're seeing now, only that you may encounter issues related to incompatible drivers or other anomalies. Windows 11 is very similar to 10 as of now, and most drivers that work with one are usable in the other, but 11 could diverge enough to make this a problem down the road.
