Cannot select World of Wonders in Vacation see Guide Quest

I cannot select 'World if Wonders' on any TV for the vacationers Guide Quest. I have tried a 3 star TV, changed Sims, changed houses. Forced stop on my app, deleted and reinstalled app, restarted phone. But won't come up with the option to select it. Cannot skip with life points either. Help!
