Max out all the sim's needs (the gree bars). Some of the ways you can do this are by having the sim eat, use the toliet, rest or drink coffee, talk to another sim, garden or read a book, take a shower or wash hands. Do these things until all the green bars are maxed out.

If you can complete the Life, Dreams and Legacies quest in less than 5 days you win the Singing Salmon, which will make a sim inspired after a 30 second dance. The Singing Salmon needs 30 minutes to recharge, similarly to the spooky items, and can be bought for 1500 simoleons under the decorations tab of the home store. I have a few in every house and they come in really handy. 

Ive also got VIP level 7 which gives me 8 rainbow slices a day. Rainbow slices will inspire a sim for a full day, and as your VIP level rises you can add more rainbow slices to a sim at once, making them inspired for multiple days.
