Poolside Pass Sim limit

I am playing on IOS. While working on the poolside pass development site, there are some tasks that need 13 sims to complete individually but there is a limit of no more than 11 sims on the property....

    You should be able to spread your Sims in Berry Boulevard. E.g. have 10 Sims in Poolside Pass and 3 Sims in Alluring Abode. 
    If the option doesn’t show up there, you should contact the Online Support. There are tasks for even more Sims at a time coming up, so the other lot is needed.
