Where's Grim?

I'm working on DIY balcony and next tas is to talk to Grim.  He is nowhere at DIY house nor on tracker.  Also checked phone in DYI but no option to call.  The task cannot be skipped/bought so guess I'll never be able to complete and level up.  EA please fix!!!!  And yes, I did latest update.
