Error - soulmate can't get engaged/have babies

You should be able to propose as long as you have level 8 or above, which is your case. So let's try to find out which is the problem: is this Sim part of your household, a neighbor or another player's Sim?

An update for the game was released yesterday, could you install it and try to engage your Sims again with the new version?

Oh, that explains it @EloquentMyDear. If both Sims of the couple are of the same sex, then as in other Sims games, they need to adopt if they want to have a baby.

I'm having this same problem. I have my sims as soulmates at the highest level 10 and there is no option to propose. Never was. My game is at level 21. The other sim is not another players sim. She's a random townie. The option to propose shows up with other sims, even other players sims, even at level 4 in the relationship. I'm going to try my other sim and see if he can propose to her. My game is fully updated. I really wish this glitch would be fixed. I'm completely taken with her. She's beautiful. Her name is Olivia Santiago. She wears a short strapless pink dress, has long straight dirty dishwater blonde hair, a pink necklace and wears silver/green heals.
