the sims mobile waterfront

I have been playing The Sims Game Mobile for a while I think I am on like level 27-28 and I've always wondered why the waterfront is unavailable and I was wondering if I need to get to a higher level...

    I think this is something that will get unlocked with an update, when you click on it it says 'Currently Unavailable' where Downtown says 'Requires Player Level 15'

They must still be working on it, that I know of, it’s still unavailable.
