I've tried this and I still cannot play multi-player, I have power cycled everything and I have game pass.

I can't think of anything else that would cause this. Can you try contact Xbox support to see if they notice any issues with your account that would prevent online play?
Hi, I’m on Xbox and I’ve done all you’ve recommended but it still says I cannot. Anything else from here?

Please try logging out of your account and logging back into it here - profile.ea.com. You may need to accept the agreement again or verify your account. Let me know what happens.

Try clearing the alternate MAC address with these steps:
- Go to your Xbox Settings
- Go to "Network", then "Advanced Network Settings"
- Click on "Alternate MAC Address", and then click "Clear"
Let me know what happens.
