A Guide to Mutant Veggies & Jumping Icon

So I stuck my finger on the screen and twiddled around while watching the icon... It just jumps at random intervals.

How far along do I have to be before getting the mutant corn to spawn?

It's after Scientophagy Pt. 3. Lisa will get Chaos She-ory Pt. 1, once complete you'll get mutants to tap in your town and Chaos She-ory Pt. 2 will let you send seeds to neighbours.

Uh, yes.

It starts jumping at the beginning, but does nothing. Then it indicates a germination of corn.
