No, not a reference to any anime. Just a convenient name to give the Japanese character who teaches karate among other things.

According to a few sites, there is a poster in his karate studio that says (in Japanese) "Akira hangs out in neo-Tokyo."

Yeah, no. Long-running as the Simpsons is, Akira is older; the manga started appearing in 1982, and the film came out in 1988.

(I'm not into anime, either, but I have ready access to google :P )

You need to punch your buddy upside the head for ruining your first experience with anime with his trash , you want to see something cool ? go check out the film REDLINE , it's a racing anime film , that is amazing to watch .
