I'm going to assume that you'll have to wait until you go through the rest of the Christmas quests which will then lead up to you building the Bowl-a-Rama.

You have to do a couple quest with homer and lisa. Not sure of all of them. But it includes a few 10 hour quest a 5 hours quest.

Then lisa says want a my pod and blah blah blah then suggest to build the mapple store which cost 150 Santa coins. And then takes 24 hours to build.

Kang was a character released with the Halloween update and is no longer available. To unlock him, you would have had to spend 150 donuts on the Ray Gun.
