Issue 4: any new Zenith City buildings?
The in-game timer shows crafting ending when issue 4 starts. I would suggest that means you are safe to craft away.

By Issue 4, crafting should be done and the prison should stop releasing felons. There will also be a new event currency. Since the felons were also a source of event currency, I wonder what will happen to the other stuff that earns it (like the SSHQ).
