Well I can tell you're not a programmer. It could be very hard indeed.
I'm working on a program right now that's child's play compared to Tapped Out and it took me all day to figure out how to do 1 simple thing correctly - and it was only 5 lines of code. And I had to ask for help in a programming forum as to why it didn't work right.
Programming languages are all too often so poorly and confusingly documented that they might as well not be documented at all. It's like "I before E except after C with a few minor exceptions..."
