For a lot of my neighbours, they automatically level up. So if I see a level 58, I check to see when the last time they played was. If a neighbour has been inactive for 3 weeks, I'll remove him or her. There was a pretty big gap between 58 and 59 and with the 24 hour XP accelerator thrown into the mix as well, this may be the easiest time to already be levelled up before the update dropped.
