Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

Thanks for the info. Installed the game in 3 different phones 2ios and 1 Android and nothing. At least I know now that it's not only me.
