Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

It was literally right place at the right time, if you downloaded the update as soon as it hit the app store, they was there, within minutes it was patched and anyone who downloaded after that will have had an already patched version so they wouldn't have shown...
