Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

But.. getting back on topic...

I wonder why it's taking so long for EA to patch this problem? If it was essentially ready-to-go yesterday, what could they be doing today? I thought I read that the text issue was fixed yesterday?
