Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

I would think it depends on how they release the patch - if it is in-game, it could be done automatically. But if the change(s) are big enough that it requires an AppStore update, those can take time to get into the update queue.
