Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

No tourists. And to top it all off, I just got this notification from the game:

Not cool EA, so not cool. Its like they are rubbing it in my face.
