Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

I didn't get the tourists due to the loss of wifi. :angry: I wanted to come here to see if they were NPCs or characters, so I didn't buy them right away. Once I got back into my game, they were gone. :cry:
