Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

I bought'em as soon as I saw they were glitched. I was hoping it was going to let me buy more than one set or something weird like that. Glitches in this game often mean limited time opportunities!
