Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

yea I was editing the original post and I got that "your message will be posted after it is approved" which means you're editing too fast/much.
but I was productive during my break
