Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

Huh??? When I copied this it said the Imgur image wasn't available, now it's showing...I don't need things to get any weirder.
