Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

I got the tourists are in town notification yesterday, but opened the app and still nothing. I love how the event/feature advertisement notification is always like a day or two late. Normally it's not a big deal but this one was a nice punch in the gut.
