Tourists... Where are they? (The purchasable ones)

I got a pop up message for TSTO that the Tourists were purchasable in store. Being the completist that I am I logged on to purchase them but they're not in store. I did the Destination Springfield ...

LOL. We've run the gamut of gif emotions here. We've gone from annoyance, over drinking, crying, catatonic stares & psychotic behavior, through suicidal fits, riots, - not to mention crazy cat gifs, until finally we've succumbed to begging.
