What is Satyr Willie?

Went through it all on the task box, still doesnt work. Also the whole event even vanished so I didn't get the star Maggie skin either. Most annoying, I don't understand why. I still have the task to make satyr willie to eat heartily, yet it will not put up the blue spot to click on to make him do it, unless he's already on another task. Once he's free the blue thing is gone. I've tried storing and replacing the snowman, visiting neighbors and going back etc. I have several tasks that won't start, I just can't seem to get them going. Several buildings still locked in the store that I should be able to buy (ex: buy at level 53 and I'm at almost level 300).
