When you have a terminal you should have the option to DNF or continue so you can at least finish the rally. Penalty should be based on the stage length.
Something like this:
60 minutes for stages above 30k,
45 minutes for stages between 20k and 30k,
30 minutes for stages between 10k and 20k,
20 minutes for stages between 5k and 10k and
10 minutes for stages below 5k

I have been running a club for several years now. DR2 club management was by no means fantastic, but it was a lot easier compared to with EA WRC. Here's some suggestions:
- Club option to disallow restarts for a club
- In the club I run, we have never allowed restarts of any kind. If you miss a stage, you do not get points. I use a spreadsheet to keep track of the championship and I also mark retirements. Currently, I have to look through all stages for half the field to see if anyone have missed a stage or not. This is not obvious on the website. Creating the spreadsheet after a rally takes a lot longer than before
- Club option to ban certain cars
- Some categories have cars that are too OP compared to the rest, which makes for little variety in car usage
- Rally creation page should show all the stages and info about the stages on one page (like in DR2, where you also could create rallies outside of the game)
- Currently it is very tedious to create new rallies as you can only see 3-4 stages on the screen simultaneously. You also have to click in on every option for every stage, which is very clunky. Please bring back the way it was in DR2! Drop down menus and more info on the screen

A Hardcore difficulty could be implemented in case of Championship Closed Clubs which include a variety of rallies and extend in months for completion.
Let's say that the moderators decide to create a Club Championship with Rally 1 Cars and Extreme Club difficulty.
- A type of "Recce" should be mandatory in order to race (at least one successful passage through the stages) but using a slower category car i.e. Rally 3
- From the moment you enter this specific club you will be able to test only a specific route of (6 kms) of the rally using your Rally 1 Car.
- From the moment you enter the club you will not be able to use Rally 1 Cars either in Time Trial or any other part of the game, limited only to the Stages of the Club and until the completion/ending of the Rally Schedule.
