Hi, i'm kinda new to the forum's but I have dabbled a lot with some of the Unreal engine-powered games.
With a lot of Unreal powered games you can access and modify the INI files located in your Documents folder and enable or disable effects manually in Notepad or something similar.
A lot of these options can be found on websites like PCGamingWiki or the official Unreal Engine documentation.
However, I must point out that any edits you do, You do so at your own risk. Make a single edit, test it in a shakedown, and see if it works for you.
I would share a more in-depth post for this, but I am currently unsure as to how EA like people diving into the minutia of their game engines.
But you are right in your OP: Motion Blur, DOF and other Post-process effects should be in the graphics menus as individually togglable options.
