Pacenote editor

Honestly this is the weakest part of the game, the pacenotes, and they're so crucial for rallying. And I bet it'd be great deal of fun for a lot of people to even set up their own notes! It just adds another level of depth to the game. Even just editing the existing notes would be handy; after some time we'd make so many notes for so many cars, kind of like how some people save every car tuning they liked, at some point you just have them all.
