Good guide brother... I did try a lot of it before though.
I actually managed to get around it but forgot to come back here.
Your tweaks probably work aswell, but I got the best results using the framelimiter along with the ScanlineSync function on RTSS, with every other form of VSYNC turned off. It's called hybrid scanline sync or something like that... Stable frametimes and low input lag.
There are still transversal stutters, but I went in the scalability.ini and made a few changes, but most importantly disabled SSGI and enabled GTAO with fall off end to around 1000 and managed to calm most of them down to a minor hitch...
Way better, but still not perfect.
