Apex Legends won't launch past EAC splash screen

I've had the issue honestly probably over a year now. After an update or some unknown system change I can no longer load past the EAC splash screen, it pops up and says waiting for game and then the process ends, I've tried the following

Updated from Windows 10 to 11

Verified files 

Completely redownloaded

Tried both Steam and EA launchers

Closing literally anything running

Stopped all services 

Safe boot

I can go and launch the game on my console and it loads right up, leading me to believe there is some sort of conflict rather than an account issue but I'm at a loss. I swear I've submitted support tickets but they seem to disappear so I'll try my luck here
