Spectre spawn under map

I have found that when a care package spawns on steep slop's sometimes the spectre's will spawn under the map or isnt able to spawn in its entirety. This usually wouldn't be to much of an issue as less enemy's to worry about. However i have found it mean's the package wont even open at all. Making it impossible to get the weapons and wasting time and meds on fighting entities for nothing.
