Reinforcement multiplayer and bullet velocity in Portal

Some other settings are completely broken too, I know at least match time, infinite ammo, and bottomless mag settings are broken and do nothing since about the same time. Some other settings seem to have been broken since launch.

It's kinda crazy this is the only post I could find mentioning these issues.
