I've been impacted by the bug as did many others in the replies of said tweet, but the message doesnt seem to appear, and I havent recieved any boosts nor a message in my inbox. (proof under)

Same here couldnt play on release day, it was asking to install campaign, then wanted to buy phantom pack but it wont let me.. As per your tweet you said all affected people will receive tokens.. today there was message tokens were sent.. but i didnt received them.. I was waiting for release.. took day off and needed to wait till midnight until game is properly fixed.. to play with friends who were also waiting and NONE get any tokens too.
