Since yesterday's update, whenever I flick the right stick to select a player on a throw-in, I experience massive delays. I'm on PC and my game was fine before yesterday. I have always selected receivers during throw-ins and never encountered something like this.
I had around a 2hr session yesterday where this happened during every game. It's also happening still today.
I am attaching a clip of the problem.
FYI, this problem was encountered playing Division Rivals on UT

Yes, similar issue for me too. Started after latest update. Throw-ins are not working properly.
If I just aim the thrower & power up it works, but if I instead attempt to take control of a receiving player I immediately lose control of the receiving player & they just wander off in a random(?) direction... Generally I don't have the visual 'catch up' lag after the throw, but occasionally I have experienced that too.
I have this issue in FUT Champions.
timmoty in case you want to play champs tonight ...just dont switch when you get a throw in ...you can manage to defend if your opponent gets it and its lagging
same issue here, I tried everything but there’s no solution.
im experiencing the same thing and most of my friends are too...once there is a throw in the game freezes and slows down extreemely

I’m experiencing the same issue too. This was an issue I had earlier when the game came out and it got resolved later, but now it’s back
