much lower fps in borderless mode than fullscreen mode

things i have done

made sure it is running on my discrete gpu in windows graphics.

made sure it is the active window

changed graphics settings.

i am on the latest drivers from AMD 26.1.1

steps to reproduce

play fc 26 on borderless mode

workaround

to play in fullscreen mode

i am getting almost quadruple the fps in the menu and gameplay

fullscreen: 250fps borderless: 65 apporox

use DDU in safe mode to uninstall this driver as it's not stable on either my 7900xtx or 9070xt systems. then try either 25.12.1 which appears to be stable as well as my current 25.9.1 as i've had absolutely no issues with the latter driver. the newest 26.1.1 practically locks my fps at around 30'ish in nearly 90% of the games i play.
