PS5 - A content update could not be completed

Summary of the issue: Cannot connect to online services/game

When exactly does the game crash? Loading into FC26
Recent timestamp (date, time, and timezone): October 1, 10:30-11:30PM (GMT+8) or October 1 3:30-4:30PM (UKT)

Error message jumps extremely quickly (as shown on the video). I have tried wired and wifi connections (both work fine for other games / mobile devices / laptop) and Playstation network works and Playstation account works.
I have restarted PS5 in safe mode and downloaded all software updates. I have downloaded all FC26 downloadable content, including all audio commentary (in different languages) after crashing the first time. No change.
