Developers Cursor? Screen Glitch?

Weird issue. A random cursor has appeared on my screen that more or less points out to the ocean. It looks almost like a shooter reticle and nothing I do seems to remove it from the screen. It almost looks like a dev cursor for in-game, but I have no idea what it is. Hoping it's something I may have did a  misclick on.

Any insight would be welcomed. This thing is super annoying as it keeps roaming randomly on my screen.
