I read that this issue was "fixed" in the latest update, but I am sad to report that this is untrue. My game always launched is 640x480 now.

The bug that created the issue is fixed.
HOWEVER, since the resolution setting is saved locally, it could be corrupt so it will require folks to do one of the following:
Rename the %localappdata%\skate\data folder or delete the folders that have numbers in that folder tree.,
Change resolution once in-game.
