I read that this issue was "fixed" in the latest update, but I am sad to report that this is untrue. My game always launched is 640x480 now.

I've mentioned this a few times in the past in other similar bug report threads, but those weren't the exact same issue, so I'm making a new separate one for this. The other launch resolution bug people have experienced and reported happens when you press "Start" on the main menu, while the bug I'm reporting here happens as soon as you first open the game through Steam.
Explanation of the bug and steps taken to reproduce it:
- Launch the game through Steam.
- The anti-cheat splash image appears.
- Once that's done loading and disappears the game begins to open, except it shows as a black window in a small resolution.
- Then the game forcefully tries to switch to exclusive fullscreen at whatever tiny resolution it's using, shifting around my whole desktop and other opened windows/programs.
- After about 2 seconds it switches back to the correct screen mode (like borderless) and resolution that I have selected in-game.
This used to only happen occasionally, maybe 1 out of every 3 times I launch the game. This got much worse about a month ago when it was announced the other launch resolution bug was fixed, now I deal with this bug every single time I launch the game.
Additionally I've recorded the bug so you can see what this looks like on my end, I had to record using my phone since OBS doesn't record it properly as it switches resolutions: https://youtu.be/qlGQxSIvp6k
I've tried setting the game to windowed, exclusive fullscreen, borderless, different Windows display scalings, as well as deleting the config files and these two potential fixes from the other resolution bug, but none of them have helped at all. The game always attempts to launch at exclusive fullscreen + a very low resolution.

Does that mean you already used the workaround described by the CM in the other thread?
❗ Workaround: Press Windows + R on your keyboard > Type: %localappdata% > Press Enter > Find the skate folder %localappdata%\skate\ > Delete or rename the folder. (Rename the folder if you have saved replays or screenshots)
I mentioned it in the OP but yeah, I already tried deleting all config files.

DigitalWolf333 suggested launching in windowed mode. Here is Steam's documentation on how to do that on their platform:

Please let me know if you have already had a chance to explore that workaround as well, what the results were, or if you ran into any trouble.Yes, I've tried windowed mode as well as the launch command to force windowed (also -noborder and setting the resolution manually through the same method).
None of them affect it at all, it still always tries to launch exclusive fullscreen at a tiny resolution for a few seconds before then switching back to what I have set in-game.
Also you've combined my reported issue with someone else's when they're not even the same bug. This other person's bug is about the game loading a different resolution after it loads their in-game settings. Mine is about the opposite. Please seperate my thread again.
