Hi Bxnskee! I know you mentioned you've done a fresh Windows install so this might seem redundant, but I just want to make sure.
Press Windows + R on your keyboard > Type: %localappdata% > Press Enter > Find the skate folder %localappdata%\skate\ > Delete or rename the folder. (Rename the folder if you have saved replays or screenshots)
Once you've done that, launch again with only one monitor connected. You can also try and repeat the steps for each single monitor separately.

That actually seems to work! Weird thought, as I've reinstalled Windows and even the game numerous times, with and without Steam cloud enabled. If it stops working again for some reason I'll see if deleting the Skate folder in Appdata/Local fixes it again and report back.
