Captain phasma omicron

Myself and a couple guild mates have encountered an issue with Phasma's omicron. For context: her omicron states that she gains 100 speed and all first order allies gain 7.5% turn meter. First order executioner was also on the team and his unique gives out 10% turn meter to all first order allies. So with that accounted for, phasma was 307 speed at battle start and had 17.5% turn meter. I took in bounty hunters. My bossk is 318 speed so 11 speed faster and I had a +25% tm datacron but yet phasma still went first even though my bossk is 11 speed faster and starred with more tm. So I believe there is an issue with phasma's omicron
