I'm finding that on tier 3 I can only get up to 10% -12% damage. Then it either says -1 damage or that it misses completely. My luke is level 50 as well.

Apologies picture didn't load in main post but here is the picture of the damage I get to. Also the health and protection of the characters before it starts doing none to barely any damage.
