Not enough zerek ability modules available for era level 665

Will preface this by stating I maxed all the marquees on day 1, so I've obtained the maximum number of zerek ability modules possible at this time.
Currently have:
Yoda & Chewie - Level 95
Asajj Ventress (Dark Disciple) - Level 95
Darth Vader (Duel's End) - Level 95
Maul (Hate-Fueled) - Level 95
Stormtrooper Luke - Level 93
Inquisitor Barriss - Level 88
IG-90 - Level 85
I have 45 zerek modules in reserve after finishing today's run of Vader's marquee tiers. I need 280 to take Luke to 95, 840 to take Barriss to 95, and 1,050 to take IG-90 to 95. That means I need 2,125 more zereks to finish taking each of the era toons to 95 to hit Era level 665.
Vader's marquee is scheduled to run 2 more times, but you can only obtain 320 from tier 7, 210 from tier 6, 295 from tier 5, and 210 from tier 4 per day. That comes out to 2,070 total.
Was this intended by design so that nobody would reach level 665 this era, or was there a legitimate miscalculation of rewards? Will this be corrected in future eras, and will we be compensated for the relic materials from going from level 94 -> 95 and for the 4000 era currency obtained from era level 665?
