Proving grounds hasn't shown up for me. I do not have all of the characters unlocked yet. I was going to unlock exra this PG but without it I cannot do so.

Status changed:NewtoResolvedNothing stands out to me on your account. Unfortunately, I can't re-enable the event for you. Check again the next time Conquest is about to finish. Proving Ground should be visible as a preview event 4-5 days in advance.
I still need over 100+ shards of dsr and jocasta, so no.
