I have recorded video evidence! The battle goes like normal up until I summon Rogue One. Not only does it NOT reduce cooldowns on my ships but it does NOT reset the reinforcement cooldown on Profund...

I couldn't see Tenacity Up getting dispelled anywhere. It drops off after two turns as it should. The only thing I saw that might be confusing you is that in both videos, Falcon was stunned when it took its first turn (to come out of stun), so it might have looked like only one turn to you.
Can you point out where you think the cooldown reduction from the special is not happening? In all instances where you've used it, cooldowns of the other ships appear to be reduced as intended (I didn't look at Y-Wing's since Isolate would prevent it anyway).
I guess Christoph explained that Sabotage the Hangars was happening.
There are still times when my Outrider (who I focus on the most) will automatically lose its tenacity up. When it gets stunned, I sometimes don't get the reduced cooldowns after using R1 so I don't get to use Outriders last special to give 20% download at the correct time.
My Outrider and Falcon have been getting stunned way more frequently instead of the Y-wing. Like I can't get abilities off any more. If it's not one thing preventing it, then it's another.
The reason why I'm complaining about it is that I have literally never had some of these issues. Any time I did was because I played my opening wrong. I don't care if I lose with bad rng, but something is completely different now and I have no chance of countering Levi any more. This has very little to do with the changes that CG has told us about with the release of R1 and just now about its tenacity being too high. I'm not buying it when that's all they claim to have changed. Something is broken and I don't know what it is.
I agree with the OP that something is up now. I used to climb to #1 easily against all Levi with a 6 star Profundity and Rogue One. I've since upgraded Profundity to 7 stars, am playing the same way but now, Levi is usually Sabotaging the Hangar or even getting Mark VI in before I get in my second reinforcement. That never happened previously.
Levi seems effectively faster than before. I don't think that Profundity is slower because the timing between it Outrider still seems to be the same.
